    Od zgodnjih sedemdesetih let dvajsetega stoletja je Evropska komisija z standardnimi in specialnimi Eurobarometri redno spremljala javno mnenje v državah članicah Evropske unije. Vsako jesen in pomlad je bilo izvedeno osebno anketiranje, za katero so bili vsakič pripravljeni vzorci velikosti 1000 enot za vsako državo. Posebni vzorci so bili narejeni za severno Irsko in vzhodno Nemčijo. Po združitvi EU leta 2004 so se v raziskovanje vključile še preostale članice in nove kandidatke članice EU. Moduli standardnega Eurobarometra obravnavajo teme, kot so mnenje o združitvi Evrope, institucije in politike, dopolnjeni pa so še s splošnimi družbeno-politično usmeritvami in demografskimi podatki o posameznikih in gospodinjstvih. Občasna raziskava Eurobarometer obravnava tudi teme, kot so okolje, znanost in tehnologija, zdravje in družina, socialna ali etnična izključenost, kakovost življenja itd.

Abstract:

V tem krogu Evrobarometra, se je raziskava oddaljila od standardnih meril Evrobarometra in anketirance spraševala o področjih s poudarkom na (1) družbeni realnosti, (2) e –komunikacijah, (3) skupni kmetijski politiki, (4) diskriminaciji in medijih in (5) medicinskih raziskavah. V prvem delu se je raziskava osredotočila na zajemanje širokega spektra vprašanj družbene realnosti, kjer anketiranci ocenjujejo svoje življenje s področja zadovoljstvo pri delu, delovnega okolja, zaupanja v njihove delovne sposobnosti, sposobnost obdržati ali najti zaposlitev ter pričakovanja kaj se bo zgodilo z njihovo zaposlitvijo v bližnji prihodnosti, na primer napredovanje, izguba zaposlitve, premestitev in upokojitev. Nato so anketiranci podali mnenja o učinkovitosti socialnega varstva, katera socialne zadeve se jim zdijo najpomembnejše, ali so imeli ali želeli otroke, kako prisotnost manjšinskih skupin vpliva na njihovo državo v kulturnem in gospodarskem smislu ter kaj je potrebno za uspeh v življenju. Naslednji velik poudarek je bil na podajanju informacije o dostopnosti ali nedostopnosti do komunikacijskih sistemov: televizije, stacionarnega telefona, mobilnega telefona in interneta v gospodinjstvu anketirancev. Anketiranci so morali podati razloge zakaj imajo v lasti oziroma nimajo v lasti določenih sistemov, vključno s telekomunikacijskimi paketi ter pojasniti kako dostopni so ti sistemi njihovemu gospodinjstvu. Anketiranci so tudi ocenili učinkovitost vsakega sistema, delili svoja pričakovanja kot potrošniki in ocenili učinkovitost ponudnikov storitev ter razpoložljivost funkcij (kot so varstvo osebnih podatkov, stroški, tarife in prilagodljivost pri upoštevanju sprememb). Anketiranci so iz seznama storitev izvajalcev, vključenih v raziskavo, izbrali določenega ponudnika, za vsak posamezen komunikacijski sistem, ki ga uporabljajo. Anketiranci so odgovorili še na dodatna vprašanja o virusih in/ali vsiljeni pošti ter kako se soočajo s tem, kot tudi o poznavanju telefonske številke službe za nujne primere. Naslednja tema je zajemala le eno vprašanje in sicer se je anketirancem pokazalo evropsko oznako nato pa se jih je vprašalo kaj ta oznaka simbolizira. Naslednje področje v raziskavi je anketirance spraševalo po njihovem znanju in njihovih interesih o učenju Skupne kmetijske politike (SKP). Anketiranci so podali mnenja o pomembnosti kmetijstva in razvoju podeželja v svoji državi, kaj bi morale biti glavne prioritete Evropske Unije glede SKP ter učinkovitost njene vloge v politiki razvoja. Anketirance se je še vprašalo ali je bilo znižanje subvencij Evropske Unije za kmete upravičeno, če kmetje niso izpolnili svojih odgovornosti in upoštevali pravil politike in ali je sedanja višina proračuna za kmetijstvo ustrezna. Naslednja glavna tema se osredotoča na mnenja ljudi o diskriminaciji in medijih. Anketirance se je prosilo, da ocenijo pomembnost vloge medijev pri boju proti diskriminaciji ter pomembnost določenih vzvodov, ki jih za dosego tega mediji lahko uporabijo. V raziskavi se anketirance še sprašujejo tem, kako se počutijo ob razpravljanju o ljudeh različnih etničnih skupin ali verskih pripadnosti na televiziji ali v medijih. Prav tako so anketiranci podali mnenja o medijskem oblikovanju prispevkov etničnih napetosti med različnimi skupnostmi. Pri zadnji temi v raziskavi so anketiranci govorili o svojem poznavanju in zanimanju za znanstvene raziskave, njihov dostop do informacij o znanosti in/ali interesnih tem (na primer razstave, predavanja, profesorji, zdravniki, družina, revije) ter ali so bili seznanjeni s projekti, ki jih financira Evropska Unija. Demografski in drugi pomembni podatki vključujejo še starost, spol, nacionalnost, rojstno poreklo (osebno in starševsko), zakonski stan, levo-desno politično samoopredelitev, poklic, starost ob zaključku izobraževanja, sestavo gospodinjstva, lastništvo stacionarnega ali mobilnega telefona ter drugih trajnih dobrin. Podatki vključujejo še vrsto in velikost naselja, regijo stalnega prebivališča in jezik anketiranja.

Raziskava se izvaja na nacionalnem reprezentativnem vzorcu 1000 respondentov, starejših od 15 let, razen v Združenemu Kraljestvu z ločenima vzorcema za Veliko Britanijo (1000) in Severno Irsko (300), v Nemčiji z ločenima vzorcema za Vzhodni (500) in za Zahodni del (1000) ter v Luksemburgu, Cipru (Republiki), Malti in Severnem Cipru s po 500 respondenti za vsako državo. Osnovni vzorčni okvir, ki se uporablja v vseh državah članicah, je večstopenjski, naključni vzorec. V vsaki državi članici je število vzorčnih točk izbrano z verjetnostjo, ki je proporcionalna glede na velikost in gostoto populacije. Vzorčne točke so bile izbrane sistematično iz vsake administrativne regionalne enote, s stratifikacijo po individualni enoti in tipu naselja. Tako točke predstavljajo celotno ozemlje regij držav članic po EUROSTAT NUTS 2 (ali enakovredno temu) in so razčlenjene s stopnjo urbanizacije. V vsaki od izbranih vzorčnih točk je bila začetna lokacija izbrana naključno. Naslednji naslov je bil izbran po sistemu vsake n-te lokacije s standardnim postopkom slučajne poti. Mode of data collection:

Weighting:

Za vsako državo je narejena primerjava med velikostjo vzorca in populacije. Velikost populacije je posredoval Eurostat, ki je podatke dobil od nacionalnih statističnih uradov. Po vseh državah kandidatkah je izvedeno uteževanje (glede na robne in posamične uteži), upoštevaje populacijske podatke. V vseh državah članicah so pri uteževanju v zaporednih iteracijah upoštevali podatke o spolu, starosti, regiji in velikosti kraja. Za mednarodno uteževanje (t.j. povprečja EU) je TNS Opinion & Social zaprosil za uradne podatke o populaciji pri Eurostatu ali nacionalnih statističnih uradih.
