For the past twenty years welfare states have undergone increasingly important reforms, including retrenchment but also deeper structural reforms. In the meantime, there have been significant changes in conditions of living, in terms of poverty, inequalities (from a class, gender or ethnic point of view), access to the labour market, access to social benefits and services.
