LEGAL AND ETHICAL ISSUES IN RESEARCH DATA MANAGEMENT
AND OPEN SCIENCE IN SEE COUNTRIES

The ethical and legal issues relating to research processes in the social sciences involving human participants have raised the concerns of policymakers, lawyers and scientists for many years. This topic especially came to the spotlight as the new GDPR entered into force in 2018. Croatia has to implement the GDPR as an EU member state, while Serbia and North Macedonia have laws on personal data protection which are harmonized with the EU regulations.

In 2017 the CESSDA Training Group published the Data Management Expert Guide (www.cessda.eu/DMEG), in which one of the key chapters “Protect” covers the ethical considerations and data protection expectations when creating shareable research data, including guidance on the ethical review process, the processing of personal data, informed consent, anonymisation and copyright.

Respecting and protecting the privacy of research participants is not only of great importance when collecting and analysing research data, but also when preserving data and defining possible future uses.

A the round table we will present and discuss relevant ethical and legal topics with our stakeholders, a group of data professionals, policymakers, research management professionals and researchers, as well as data protection officers. This is a training and knowledge exchange opportunity to enhance awareness within the social sciences research community in SEE countries of the ethical and legal needs and obligations, and give them self-confidence to follow the paths that would lead to best quality research data with long-term use potential.

The round table discussion will consist of three main parts:
1. EU Legal and Ethical perspective in data management (CESSDA Expert);
2. Local perspectives (Serbia, Croatia and North Macedonia);
3. Discussion on relevant topics.
